Can Minecraft Mobs Spawn In Water 2023

I did it, and it apparently spawned them. Nope (except for guardians, and they have to be within the ocean monument structure volume). Mobs spawn naturally within chunks that have a player horizontally within 128 blocks of the chunk center. A mob could spawn on top of the upside down one, because its feet would be in a full air block (which is the one above the stairs block).
